CTO Program.
Aspiring controllers can train at any FTC contract tower through the FAA‑endorsed CTO‑P program. Simply contact the tower’s Air Traffic Manager (ATM) to discuss participating and completing your on‑the‑job training there. While participation varies by location, eligibility is open to all non‑fed contract towers. After completing 52 consecutive weeks as a certified CTO, you become eligible to apply for FAA positions.
11-week CTO program after deposit is paid.
