No. The CTO-P program prepares students for employment and tower qualification, but students do not receive a facility rating or CTO immediately upon graduating from the classroom portion of the program. After being hired, the graduate reports to the assigned tower and completes facility-specific on-the-job training. This process typically takes approximately six months. Once all facility requirements are completed and the graduate is certified, the CTO and facility rating are issued.
